2013 Payment/Attendance Policies

Event attendees must have a current Medical and Legal Release form on file with NERO® Elkins. These forms are available online at NEROElkinsRelease.pdf and at check-in and must be turned in prior to entering the game. Players under 18 are required to have a parent or guardian signature on these forms.
All players at NERO® Elkins are expected to follow the NERO® Sportmanship Policy, NERO® Member Code of Conduct, and NERO® National Cheating & Metagaming Policy. Copies of those policies are available on the NERO® International web site.
Racial costume requirements are enforced at NERO® Elkins. Characters not exhibiting requisite costuming for their race will not be able to use any racial advantages or abilities but will still suffer from all racial disadvantages.
Preregister your attendance by 11:59 PM on the Friday one week prior to the event to receive a $9 pre-registration discount. For the July 2013 event, that preregistration date is 6/28. For the August 2013 event, it is 7/26. Preregistrations can be received via email, on the preregistration post in the forum, or by marking yourself as "attending" on the facebook event page ("maybe" is insufficient). Out of chapter players must have their character sheets sent by the preregistration deadline to be considered preregistered.
New players who have never attended (as a PC or NPC) a NERO® Weekend Event at any NERO® chapter may PC their first NERO® Weekend Event at NERO® Elkins for the NPC cost. Those players should choose "First Event PC" in the pre-payment form, or, if paying by an alternate method, should notify NERO® Elkins staff that this is their first NERO® Weekend Event to receive this discount. New players must preregister to receive the preregistration discount, but may pay at the door at the rate reflected above.
THERE IS NO DISCOUNT FOR BRINGING NEW PLAYERS TO A NERO® Elkins EVENT.
NERO® Elkins event coupons may not be used to reduce an event fee below $1. NERO® Elkins event coupons do not stack and multiple coupons may not be used for the same event. NERO® Elkins event coupons are non-transferrable.
Pre-payment should be submitted via PayPal using the form or by money order or personal check to the order of "NERO Elkins" sent to "NERO Elkins, c/o Matt Taylor, 103 Conway Drive, Elkins, WV 26241". Do not send cash through the mail. NERO® Elkins is not responsible for lost or delayed mail.
Policies for Players Visiting from Other NERO® Chapters
NERO® Elkins is happy to provide service to all members of NERO®. Please review these policies before attending our events as they may affect your play.
Out of chapter players must have their character sheets sent by the preregistration deadline to be considered preregistered.
Visiting players are expected to conform to their home chapters' membership standards. Check with your home chapter about qualifications for membership. Visiting players are still expected to have a current 2012 Medical and Legal Release form on file with NERO® Elkins. These forms are available online and at check-in and must be turned in prior to entering the game. Players under 18 are required to have a parent or guardian signature on these forms.
NERO® Elkins is a PG-13 chapter. Visiting players are expected to behave in a manner that enhances the game for all NERO® participants. All players at NERO® Elkins are expected to follow the NERO® Sportmanship Policy, NERO® Member Code of Conduct, and NERO® National Cheating & Metagaming Policy. Copies of those policies are available on the NERO® International web site.
Items, tags, and abilities that do not conform to NERO® 9th Edition Rule Book and NERO® Formal Magic Rules will not be permitted at NERO® Elkins. Players who have spent build on playtest abilities for playtests not in use at NERO® Elkins may be permitted to respend build spent on those skills while attending NERO® Elkins, but they must respend that build in the same way each time unless affected by a Spirit Forge formal magic. Players who have spent build on skills available in the NERO® Rule Book who did so because of a beneficial playtest which is not in use at NERO® Elkins may not respend build in this manner.
No playtests are in use at NERO® Elkins 9th Edition Events. Players are expected to be familiar with the NERO® 9th Edition Rules.
Transform Formal Magic effects must conform the transform system in use at NERO® Elkins, currently the NERO® Transformation Package 4. Characters with a transform built upon another Transformation Package or with a card that was not built using this package must rewrite the transform using this package in order for it to be used at NERO® Elkins. The same rewritten transform must be used each time unless it is replaced by a new Transform formal magic.
In addition to the above, NERO® Elkins does not allow the Transform abilities Magical Flight I, Magical Flight II, or Magical Flight III from the Magic Skills Group. Characters whose transforms include these abilities may respend the TTP spent on these abilities while at NERO® Elkins.
Items marked as "LCO", "Local Chapter Only", or "Restricted" that are not also marked as "Usable at NERO Elkins" or "Usable at EWV" or "Regional - Ohio Region" that were not created at/by NERO® Elkins will not be permitted at NERO® Elkins.
Magic items that do not conform to the NERO® Formal Magic Rules that are marked "Unrestricted" will not be permitted at NERO® Elkins.
NERO® Elkins uses the Cast on the Fly system as outlined by NERO® 9th Edition Rules.
